Add all ingredients to a small saucepan over medium heat and whisk until completely combined. Bring to a boil and continue whisking until sugar is dissolved.
Lower heat to medium-low and simmer for 3 minutes. Remove from heat and allow to cool for 10 minutes. Transfer to an airtight container and refrigerate until ready to use.
